Cell phone bills will not be accepted as valid proof of residence.
According to the Effingham County Schools Student and Parent Handbook, two forms of proof of residency are required.
MUST PRESENT: Current electric, gas or water bill showing the address
And ONE of the following:
Current Driver's License with the matching address
Current Residential Property Tax Statement or Bill
Current Lease/Rental agreement WITH current rent receipt
Current Home Purchase & Sales Agreement
Current Mortgage Statement
Current Homeowners
If the student's family is residing in the home or apartment of another individual, the following is required:
Notarized Family Residency Affidavit including the signatures of the person with whom the family is living. Both parties must sign the document in front of a notary employed by Effingham County Schools. This document must be renewed annually.
Signature of the parent/legal guardian of the student
Parent of the student must also present a piece of official business mail with the address on the residency affidavit.

Effingham County Schools Board Policy states: “At any time, upon request by school or district staff, the parent /guardian shall be required to present proof of residency (such as an electric bill, city water bill, etc.) and to certify that the student is a full-time resident, (i.e. 12 months a year). This certification may also be dependent on visual inspection by school district officials.”
